Crowd Management for the European Capital of Culture 2028 event in Bourges

autonomous reliable cost-effective
Challenge

Direct visitors by zone

At the European Capital of Culture 2028 event in Bourges, crowd management presents a particular challenge due to high visitor numbers, noisy environments and international visitors. Information and instructions must reach visitors clearly, even when movement patterns and crowd densities change rapidly. High attendance also places a strain on mobile networks, limiting their use for crisis communication.

Solution

One unified solution for everyday use and emergencies

Announcements, system monitoring, crowd management and device control come together with NIKOS in a single platform independent of the public network. NIKOS [dispatcher]² controls the broadcasting units at individual locations, in targeted zones or across the entire site in order to direct visitor flows precisely. This centralisation reduces the need for separate broadcasting equipment, control devices and personnel to install and operate several subsystems, thereby lowering rental, installation and operating costs.

FAQ

Information for planners and organisers

Is NIKOS designed to meet the relevant standards for announcements?+
Yes, indeed: NIKOS meets the requirements of DIN EN 50849 for electroacoustic emergency warning systems. The system was developed specifically for safety-relevant announcements and alerting and is technically designed for both everyday operation and emergency situations. DIN EN 50849 represents the relevant reference framework for ELA systems. Unlike mobile network-based systems, NIKOS does not depend on any external network and is therefore immediately ready for use at all times — fully meeting the standard as a result. Other standards known from safety technology, such as DIN EN 54, DIN VDE 0833-4 and DIN 14675 (voice alarm systems), do not apply to NIKOS, as they are not applicable to radio-based public address systems like NIKOS. NIKOS is a public address system for temporary and mobile applications and has been used successfully many times for mission-critical communication tasks since 2017. Approval or acceptance by the competent authorities is subject to a project-specific assessment.
Does NIKOS remain operational when mobile networks are overloaded?+
Yes. NIKOS uses its own autonomous radio network and operates independently of public communication networks. After an interruption, the radio connection is restored automatically. NIKOS [audio]² has an internal battery providing up to 16 hours of operating time and also supplies power to connected accessory modules.
Can NIKOS be installed quickly at a temporary site?+
Yes. NIKOS was designed for flexible outdoor installations without permanent infrastructure. One or two people can mount the modules within a few minutes on lighting masts, stages, trees, stands or decorative elements, and then configure them as required. A standard Schuko power socket is sufficient for continuous operation.
Can external devices be controlled with NIKOS?+
Yes. NIKOS [relay]² can switch external devices. This function can be integrated into the site's safety and communication configuration without installing a separate control system.
